It seems there was a brisk trade in biological weapons to Iraq during the Reagan/Bush administration with James Baker and Donald Rumsfeld playing an active role.
There was an equally lucrative business selling anthrax vaccines during Gulf War 1 (over 500,000 troops injected) and anthrax antidotes during the post-9/11 anthrax attacks provided by none other than Bayer.
